Seventh Meeting of the Working Group on Asian Highway
At its seventh meeting (Bangkok,13-15 December 2017), the Working Group on the Asian Highway Network took note of member-States’ ongoing and planned activities on the development and operation of the Asian Highway network in their countries and deliberated on critical regional challenges faced by the road sector in such areas as road safety, greenhouse gas emissions, congestion and security as well as a number of issues related to harmonized standards and synchronized operational requirements to facilitate movements across borders. The Working Group also acknowledged that the expected increase in road movements across borders called for a harmonized driving environment across the region through the adoption of standards for the design of road infrastructure safety facilities.
The Working Group also adopted amendments to Annex I of the Intergovernmental Agreement on the Asian Highway Network proposed by Mongolia and Sri Lanka. Importantly, the Working Group adopted amendments to the main text and to Annex II of the Agreement, proposed by the Republic of Korea, in relation to the insertion of a new Annex II bis to the Agreement on “Asian Highway design standards for Road Safety”. In doing so, the Working Group took a concrete step towards strengthening the institutional framework supporting the realization of the Sustainable Development Goals.
The amendments to the main text have been circulated by the Secretary-General of the United Nations to all Parties for their acceptance in Depositary Notification C.N.53.2018.TREATIES-XI.B.34.a of 26 January 2018, available at https://treaties.un.org/doc/Publication/CN/2018/CN.53.2018-Eng.pdf. Pursuant to Article 8, paragraph 5 of the Agreement, the amendments to the main text shall enter into force twelve (12) months after they have been accepted by two-thirds of the Parties. Such acceptance is a unilateral and sovereign act, to be reflected in an instrument of acceptance deposited with the Secretary-General of the United Nations.
